How can I get access to putting up hour + videos?

Hi.

I live in Kentucky.

Anyhow, found this board and signed up. I'm trying to find some information on how to host pretty long youtube videos. My client is a city with real long city council meetings that they want to host in their entirety on a youtube channel.

I'm having trouble finding info on what to do. I see people hosting videos at least an hour and half. How are they doing that? Is it a pay service? These people will do whatever, I just need to tell them what and get their youtube set up.
